2000 Strategic Plan-Draft

The Board of Directors approved a draft of the 2000 Strategic Plan and is asking for comment from the Board of Councilors, COMSS and the fellowship. Send the comments to Lawrence E. Mission Statement

The mutual mission of the American Academy of Orthopaedic Surgeons and the American Association of Orthopaedic Surgeons is to promote, through education, research and communication, the highest quality musculoskeletal health.

Vision Statement

The American Academy of Orthopaedic Surgeons and the American Association of Orthopaedic Surgeons will be definitive sources of information on musculoskeletal care, will increase their leadership role in education and research, will enhance effective communication and expand their efforts to influence the socioeconomic and policy issues that affect musculoskeletal health.

Patient Care

Value Statement

The ideal care of the patient with musculoskeletal problems is provided through a health care team that includes orthopaedists, who works collaboratively to coordinate patient care and provide the highest standards of professional and ethical behavior. Each team member should participate in a way that maximizes the quality and ethical cost-effectiveness of the services.

1.0 Goal

Develop educational programs and organizational relationships that will improve the quality of musculoskeletal patient care.

Objectives

1.1 Create programs to positively impact the patient/physician relationship.

1.2 Develop and implement a comprehensive musculoskeletal wellness, injury prevention and fitness program to promote and improve public health.

1.3 Work with other organizations representing providers of musculoskeletal patient care to maximize value, preserve timely access to specialty care, and develop systems of patient management that will be driven by patient needs and directed by physicians.

1.4 Periodically analyze the patient population with musculoskeletal disorders and develop programs and policies that address the changing status of this population while maximizing ethical, cost-effective care.

1.5 Advocate and promote policies and volunteer opportunities that will provide access to musculoskeletal care for underserved populations, nationally and internationally.

1.6 Influence decision makers regarding collection and analysis to maintain confidentiality of data related to patients.

1.7 Assist patients with confidentiality and appropriate use of information concerning their medical care.

Education

Value Statement

Education of orthopaedic surgeons, other health care professionals and the public that allows the delivery of comprehensive, high quality and cost-effective patient care and advances musculoskeletal health is a fundamental endeavor of both organizations.

2.0 GOAL

Be responsive to the educational needs and desires of musculoskeletal professionals by promoting the acquisition of current, relevant knowledge and skills in creative, flexible, affordable, efficient and accessible ways to deliver the highest quality patient care.

Objectives

2.1 Provide a multifaceted array of educational programs for the fellowship, orthopaedists, health care professionals, patients and the public, both nationally and internationally.

2.2 Develop programs that focus on emerging issues and initiatives related to biotechnology, incorporating evidence-based, ethical and cost-effective content as well as available outcomes-related data.

2.3 Provide evaluation tools for orthopaedists, residents and residency programs through an ongoing series of self-assessment programs.

2.4 Develop and implement educational programs that will enhance the ability of members to provide comprehensive musculoskeletal care.

2.5 Promote awareness of and provide education in electronic communications skills, telemedicine and medical informatics.

2.6 Provide educational content in health policy for orthopaedists.

2.7 Continue to develop and validate methods to measure the educational effectiveness in both teaching and learning related to all programs and publications.

2.8 Provide educational content in practice management, emphasizing effective and efficient business management practices.

2.9 Evaluate the breadth and depth of the organizations' relationships with orthopaedic industry, specialty societies and health care insurers in educational activities to ensure that these relationships promote ethical, cost-effective care.

Health Policy

Value Statement

The health policy program is proactive and responsive to the needs of the public and the profession, and is designed to maintain and enhance the delivery of comprehensive, value-added musculoskeletal care and the physician/patient relationship.

3.0 Goal

Influence the delivery of health care and the formation of health policy by legislative and regulatory bodies, and help the fellowship and patients to better understand the changes in health care delivery in order to adapt to those changes in a manner that will maintain high quality, cost-effective care.

Objectives

3.1 Promote the highest professional and ethical standards for the patient/physician relationship.

3.2 Advocate policies and programs that will maintain and improve the quality and cost-effectiveness of musculoskeletal health, taking into account local and regional needs as well as populations of patients.

3.3 Collect, analyze and communicate data related to musculoskeletal care issues that include work force, payment, liability, changing health care delivery systems, various practice arrangements, and innovative collaborative methods of payment.

3.4 Advocate fair payment for musculoskeletal services.

3.5 Advocate the removal of regulatory and administrative impediments to the efficient and effective practice of orthopaedics.

3.6 Promote adequate Graduate Medical Education funding to provide a future skilled orthopaedic physician workforce.

3.7 Analyze and provide information concerning the best use of business and information technologies that will support efficient, ethical and effective business practices in members' offices.

3.8 Promote direct linkage between health care purchasers and physicians.

Research

Value Statement

Establish both organizations as a definitive source of basic science, clinical and health services research that is ethical and of high quality. This is the foundation and future of musculoskeletal care.

4.0 Goal

Promote basic science, clinical and health services research of the musculoskeletal system, and communicate all aspects of this research.

Objectives

4.1 Collect and analyze data so that both organizations become the informational resource for all aspects of musculoskeletal conditions and care (e.g., incidence, impact, prevalence and cost-effectiveness).

4.2 Develop and implement programs that promote basic science, clinical and health services research, and collaborate with the Orthopaedic Research Society and related organizations involved in musculoskeletal research.

4.3 Influence the process of decision making for public and private funding for basic science, clinical and health services musculoskeletal research, and support the activities of the Orthopaedic Research and Education Foundation in these areas.

4.4 In collaboration with the Musculoskeletal Education and Research Institute, develop a database on musculoskeletal problems that can be used to assess and benchmark outcomes and resource utilization.

4.5 Develop and review evidence-based practice guidelines in collaboration with other related organizations.

4.6 Monitor, address and educate the fellowship on emerging issues in biology and technology related to legislation, regulation and patient issues.

4.7 With other orthopaedic organizations, encourage orthopaedists to pursue careers in basic, clinical and health services research.

Communications

Value Statement

The communications program is responsive to the needs of the public and the medical profession by providing information. Communication with patients, fellows, policy makers and the public is important in improving patient care and the patient/physician partnership.

5.0 Goal

Plan, organize and direct the communications activities of the American Academy of Orthopaedic Surgeons and the American Association of Orthopaedic Surgeons, both internally and externally.

Objectives

5.1 Provide a comprehensive array of methods to regularly and effectively communicate with members, the public, policy makers and other professionals.

5.2 Provide educational content and material to the orthopaedic surgeon to help him/her improve communications with patients.

5.3 Define the goals of the public information programs, and work with appropriate consultants to measure and evaluate the effectiveness of the various programs and projects initiated.

5.4 Stimulate, coordinate and support the approved communications message.

5.5 Provide effective liaison with patient advocacy groups and public interest groups, with emphasis on patient care and the patient/physician partnership.

Organizational Issues

Value Statement

Both organizations are flexible, efficient and fiscally responsible and are composed of diverse members who provide comprehensive musculoskeletal care. These professionals communicate and collaborate in the development of educational programs, research activities and advocacy for the highest quality musculoskeletal health.

6.0 Goal

Be fiscally responsible and flexible organizations that respond rapidly to the needs of their diverse members and the patients they serve.

Objectives

6.1 Assure that both organizations continue to maintain an organizational structure that is fiscally responsible and accountable.

6.2 Develop a flexible organizational culture and staff to ensure a rapid response to meet the changing needs of the members.

6.3 Provide a structure and process that are directed toward the attraction and retention of members and applicants.

6.4 Provide organizational support and leadership in developing the American agenda for the Decade of the Bone and Joint, as well as coordinate efforts with other organizations on the international level.

6.5 Develop collaborative relationships with orthopaedic state, regional, international and specialty societies and other physician organizations that facilitate joint development of strategies and programs of mutual benefit.

6.6 Evaluate strategies to redefine the scope of orthopaedic care for musculoskeletal conditions.

6.7 Provide avenues for leadership development to assure that a continuing pool of qualified leaders is available.

6.8 Develop and support programs on humanitarian activities domestically and internationally.

6.9 Develop programs and projects that promote diversity in the membership so as to meet the needs of all patients.

6.10 Explore the development of shared interest groups within the structure of the Academy, including international members, allied health categories and other appropriate groups.

6.11 Provide cost-effective opportunities for social interaction among members.
