Kentucky coalition on specialty care supports patient protection bill

The Kentucky Patient Access to Specialty Care Coalition embarked on a letter-writing campaign with the Kentucky Medical Association to encourage members to support point-of-service and other patient-protection language in HB 315.

Sponsors Reps. Bob Damron (D) and Bob DeWeese (R) say the bill would strike a balance between consumer protections and a competitive marketplace by adding patient-protection measures and rolling back many of the health care initiatives instituted in 1994 and 1996 - including guaranteed issues, a ban on rate-setting on the basis of health, and a prohibition on pre-existing condition exclusion - which prompted 45 insurance companies to abandon the state’s individual policy market. The bill passed the House and is headed toward the Senate.
