Health care bills flood legislatures
Health care legislation is pouring into state legislatures at a furious pace. The National Conference of State Legislatures said 19,000 health care bills were introduced in the first quarter of this year. In 1997, more than 26,000 bills were introduced in 49 state legislatures and 3,400 became law.
Most of the current legislation is focused on legislating external review or grievance procedures and health plan liability.
In all 50 states, health plans must establish an internal review process as a condition of receiving state certification. However, few states require health plans to establish external review procedures.
